Bill Would End Marriage Licenses

A state senator is proposing to take Alabama out of the marriage license business as the state and nation grapple with gay marriage.  The Senate Judiciary Committee Wednesday approved a bill by Republican Greg Albritton of Conecuh County that would do away with current state marriage licenses issued by probate judges.  Instead, couples would take a contract witnessed by a couple's pastor, attorney or other witness and record the document at the court.

Flat Tax

An Alabama Senate budget committee delayed a vote pushing for a flat state income tax.  The committee Wednesday held a public hearing for a bill that would propose a constitutional amendment creating a flat income tax for individuals and corporations.  The proposal would cut the personal income tax rate to 2.75 percent form 5 percent and lower the corporate income tax rate to 4.59 percent.  The bill would also eliminate certain exemptions.  Critics say doing away with deductions and credits would harm retirees and low-income families.

Unpaid Leave

The Clanton police chief is on unpaid administrative leave after being arrested for misappropriation of fund involving children's charity Operation Santa Clause.  44-year-old Brian Stilwell was arrested Tuesday and charged with theft and fraudulent use of a credit card.  Police says the charges are related to monetary donations made to the Clanton Fraternal Order of Police lodge.  The State Bureau of Investigation has requested information from anyone who has made donations to the lodge's Operation Santa Claus drive during the past four years.
